The Non-Proliferation, Strategic Trade Controls, and Sanctions course is intended for students who want to understand strategic trade controls and sanctions in a real context. The course will be interesting for IR, as well as for business and economics majors. 

You will learn about international conventions and agreements related to the non-proliferation of WMDs and dual-use items (goods, technologies, software), as well as an understanding of the principles of business compliance and best practices. 

We will discuss practical cases of violations of strategic trade controls and sanctions evasions, as well as the consequences and punitive measures that companies face internationally. However, the primary course is Kazakhstan’s strategic trade control legislation and compliance requirements.

The war in Ukraine demands higher due diligence from companies in Kazakhstan. Although the war may end in 2025, sanctions will likely remain in effect longer. This creates an ambiguous regulatory environment for international trade. Compliance with strategic trade control measures demands financial costs, trained staff, and a continuous compliance system on the part of the business. However, the risk of violating the requirements may be higher in terms of non-fulfillment of business obligations and damage to reputation, as well as potential prosecution and fines.

 Small countries live in a tech war bw US and China, restricting technologies and innovation. Strategic trade controls are the cornerstone of the US containment policy against China. Who is leading in this technology war, the US or China? Whose rules do companies need to obey?
