This seminar is designed to provide an overview of the major concepts and theories in the field of program evaluation. There will be an emphasis on defining the different components of a program evaluation, its role in program and policy development and different evaluation frameworks that are particularly relevant in Central Asia (i.e., with different paradigms used by funding agencies like the World Bank, UNICEF/UNESCO, USAID, etc.). Each student will be able to develop an evaluation project proposal consisting of a description of the evaluand, a program logic model and an evaluation design (including potential evaluation questions, data collection methods and analysis approaches) based on an actual program or project that the student is familiar with.
